"The
earth belongs
to
the living.
No
man may by
natural right oblige
the lands he owns
or occupies to debts
greater than those
that may be paid
during his own
lifetime. Because if
he could, then the
world would belong
to the dead and not
to the living."

Article XI, Section 1

"Virginia
is dedicated to protecting our natural resources
and
improving the quality of our environment. For
the benefit of all Virginians, our
efforts will continue
to focus on enhancing the environment through stewardship,

Virginia, through

treasure for generations to come."
